convert to_thread_architecture

	* target-delegates.c: Rebuild.
	* target.c (update_current_target): Don't inherit or default
	to_thread_architecture.
	* target.h (struct target_ops) <to_thread_architecture>: Use
	TARGET_DEFAULT_FUNC.
