sim: build: drop duplicate $(LIBS) usage

COMMON_LIBS is set to $(LIBS), and CONFIG_LIBS is set to that plus
@LIBS@.  This leds to the values being used twice.  Inline the
CONFIG_LIBS variable without @LIBS@ since it's used only once.
