[mti-fix-scope]

* gdb.mi/mi-watch.exp (test_watchpoint_all): New function.
Move all the tests here and run them twice, once using software
watchpoints and once using hardware watchpoints.
* gdb.mi/mi2-watch.exp (test_watchpoint_all): Likewise.
