convert to_supports_multi_process

	* target-delegates.c: Rebuild.
	* target.c (update_current_target): Don't inherit or default
	to_supports_multi_process.
	* target.h (struct target_ops) <to_supports_multi_process>: Use
	TARGET_DEFAULT_RETURN.
