Mike Frysinger c54d02bce6 gnulib: import various network functions

Some sim ports use these to provide networking functionality via the
dv-sockser module or via direct emulation for a few ports.

Gdb seems to build just fine still too.

This is an import of gnulib that is used by gdb and gdbserver.

To send patches, follow the gdb patch submission instructions in
../gdb/CONTRIBUTE.  For maintainers, see ../gdb/MAINTAINERS.
