	(getLocalAddress): Check if socket is bound or not.
	* java/net/Socket.java
	(getLocalAddrss): Check if socket is bound or not.
	(getPort): Return -1 when not connected. Dont check getImpl() for
	null.
	(setReuseAddress): Check if socket is closed.
	(isConnected): Check if getImpl() returns null.
