* java/lang/reflect/Method.java (getExceptionTypes): Call getType() to
	initialize if exception_types is null.
	* java/lang/reflect/Constructor.java: Likewise.
	* java/lang/reflect/natConstructor.cc (getType): Initialize
	exception_types to an empty Object array.
