libstdc++: Document --enable-cstdio=stdio_pure [PR104299]

libstdc++-v3/ChangeLog:

	PR libstdc++/104299
	* doc/xml/manual/configure.xml: Describe stdio_pure argument to
	--enable-cstdio.
	* doc/html/manual/configure.html: Regenerate.
