cc5a888fe5 Update SDE and add the Windows version.
Windows is sufficiently different from Linux that running tests under
SDE for Windows, particularly with the new ABI tests, is worthwhile.

e9ae99bba2 Add an option to statically link a custom libc++.
MSan and TSan both require instrumenting everything. Add some machinery so we
can do this on the bots.

26f8297177 Switch to 64-bit tools on Windows.
It's 2018. I'm not sure why I added the 32-bit ones; even the 32-bit
bots build and run on 64-bit Windows. ninja.exe in depot_tools is also a
64-bit binary. I suspect this is because some of the depot_tools bits
use --platform=win32, but that's just the sys.platform string.

Alas, I stupidly named these "win32" way back. Dealing with the rename
is probably more trouble than worth it right now since the build recipes
refer to the name. Something to deal with later. (Regardless we'll want
"win32" to point to 64-bit binaries so that try jobs can test it.)

Also add the missing nasm-win32.exe to .gitignore.

For some reason the 64-bit Yasm binary does not work on the vs2017 CQ
bots, so I've left it alone. Hopefully it should be replaced by NASM
later anyway.

a4f78775b9 [ndk] Change ndk deps in src and relocate to third_party/boringssl
Because the android sdk managed by CIPD (see go/use-adjective-apis),
its deps repo ndk needs to be relocated, as well as hooked by the root
DEPS instead of recursedeps. This CL addes android ndk deps in
util/bot/DEPS.

65241cf555 Add util/bot files to .gitignore.
bot_update does a git clean -dff before each run, so we were
redownloading all the utilities on each run. This should make the bots
only download them when the change. (Chromium's setup is similar.)

fe1281d883 Make *ring* compatibile with MSVC 2015 Update 1.
* In e_aes.c, avoid unreachable code warnings by making the AES
  implementation selection code conditional on OPENSSL_NO_ASM. (It seems
  Visual Studio has gotten smarter about finding unreachable code.)

* Disable warning C4464: relative include path contains '..'.

* Avoid warning C4548 in debug builds.

* Add *.VC.opendb to .gitignore. (Visual Studio 2015 Update 1 creates
  this file when previous versions didn't.)

e78f56048f Add Visual Studio solution, OPENSSL_NO_ASM only for now.
Much of the repetitive logic was put into mk/Common.props,
mk/Windows.props, and mk/WindowsTest.props. There is still a lot of
repetitive logic in the test project files that should be moved to
WindowsTest.props in the future. (In fact, it would be better if the
build system were modified in the future to work like CMake does,
(re-)generating the necessary project files during the build.)

Regular (OPENSSL_NO_ASM) mode will come in a later commit.

I've marked the Visual Studio files as eol=crlf in .gitattributes for
now. This should be the least painful option, since it any CRLF
conversion would create problems for for people sharing a source tree
across platforms (e.g. a shared folder in a VM), and because Visual
Studio IDE resets the files back to CR/LF line endings whenever a
change to project or solution settings is made using its GUI. There is
no license comment in these files because Visual Studio strips comments
when changes are made using the GUI.

13baebc3b5 Replace CMake with GNU Make and add Travis CI integration.
Travis CI doesn't have a new enough version of CMake readily available,
and I've been wanting to replace the CMake-based build system for other
reasons. This kills the Windows support, but I'm intending to add a
native msbuild build system for Windows soon. Also, this builds in
OPENSSL_NO_ASM mode for now.

55a3cf4ad5 Fix documentation generation on Windows.
Previously doc/doc.css was a symlink to util/doc.css, but symlinks
don't work well on Windows. Now util/doc.css is copied to the output
directory when the documentation is generated.
