aarch64: Reuse parse_typed_reg for ZA tiles

This patch reuses the general parse_typed_reg for ZA tiles.
This involves adding a way of suppressing the usual treatment
of register indices, since ZA indices look very different from
Advanced SIMD and SVE vector indices.
