[Ada] Add SUSE 32bit dependency

On SUSE 15, glibc-locale-base-32bit is needed to run 32bit versions
of Libadalang tools.

gcc/ada/

	* doc/gnat_ugn/platform_specific_information.rst: Add
	glibc-locale-base-32bit as a dependency in SUSE distributions.
	* gnat_ugn.texi: Regenerate.
