	* java/util/Vector.java: Improve exception messages.
	(Vector): Check initialCapacity for IllegalArgumentException.
	(tromToSize): Don't check for elementCount == elementData.length
	case.
	(toArray): Don't try to set null marker if target array is the same
	length as the vector.
