* arm.c (arm_reload_in_hi): Handle cases when the input is still
a pseudo, make use of scratch registers for reloading the address
as appropriate.
(arm_reload_outhi): Similarly for when the output is still a pseudo.
* riscix.h (SUBTARGET_SWITCHES): Document.
