1fabf59c96 Don't test minimal versions in CI 
Option isn't compatible with stable Rustc.
Nightly runners already have important tests for latest version.

1a2dcdc89b Set correct requirements for minimal versions; test in CI 
Versions found by examining API or trial-and-error.
CI will now try minimal lib versions with minimal rustc
version, but only for select targets.
